The Jamen further states that should a renewal of these acts unfortunately take place, the consequences would be most serious to the interests of H.B.M. Minister. Therefore, I expressed an earnest hope that the most stringent instructions would be issued in order to avoid the possibility of complications.
It will naturally be the duty of the Jamen to write to the various Governor Generals & Governors, calling upon them to require strict instructions to their subordinates to exercise special care in the arrest of criminals guilty of grave offences and to furnish the Jamen with a reply.
